Islamic Relief is currently running Programmes in several sectors that include Education, Water & Sanitation, Resilient Livelihoods, Micro Finance (Sharia), Peace Building & Youth Empowerment. We current have our programme in Garissa, Tana River, Kilifi, Kajiado, Wajir, Marsabit and Mandera Counties.

Scope of the Role:

Community Empowerment through integrated sustainable development is one of the broad global goals adopted by Islamic Relief in its institutional strategic plan. The programme focuses on economic strengthening for the poor and vulnerable rural communities with the focusing on improving their capacities, access to productive resources, productivity, profitability and participation in various levels of decision making in the society.

Further, the programme has a strong focus on Resilience building through disaster risk reduction to reduce the vulnerability of rural livelihoods to external shocks and the effects of climate change, as well as the strengthening of organized advocacy capacities to influence public rural development.

The Sustainable Livelihoods Programme Officer will take overall responsibility for the implementation of the programme in the assigned operation area working in close collaboration with the programme team in Nairobi,, Kilifi and Mandera to enhance the quality of implementation of programme initiatives undertaken by IRK and local partners.

DUTIES AND RESPONSIBILITIES

  1. Assessments and Proposal Design (10%)
  • Participate in the research survey by IRK or partners by collecting, analyzing and submitting relevant data and reports.
  • Participate in sector project concept and proposal development based on the identified needs.

 

  1. Project Implementation (60%)

·         Implementation of the Integrated Community Resilience Programme (ICReP) in Kenya. The project targets communities in Kilifi and Mandera counties in accordance with the IRK’s Country strategy.

·         Support target community build resilience through 3 domains of change a) increased agricultural productivity and income b) Improved access to safe water for domestic, agriculture, livestock and community social amenities and  c)More conducive and enabling attitudes and institutions

·         Ensure that the project is implemented in line with the Core Humanitarian Standards including Safeguarding and donor guidelines.

·         Establish and strengthen community-based institutions by formation Group Savings and Loans Associations(GSLAs)

·         Provide sector-specific livelihood and business training and build technical and soft skills for communities groups

·         Facilitate capacity building of communities on crop and livestock husbandry for improved household food and nutrition security and incomes.

·         Oversee the development of community water infrastructure, coordination with government departments and linkage with other sectors for impact.

·         Develop, Protect and upgrade new and existing water facilities to ensure effective management and utilization for sustainable development.

·         Create linkages with service providers, markets, government extension services and financial services.

·         Introduce communities to climate-smart approaches that enhance productivity and incomes

·         Facilitate participation and inclusion of marginalized groups through linkage to government institutions

·         Facilitate advocacy and awareness forums between the right holders and the duty bearers

·         Ensure programme quality and strengthening through continuous reviews of the programme with the staff and partners.

·         Prepare monthly activity cash request for facilitation by the finance department.

·         Participate and contribute in partners coordination forums and further prepare a catalogue of partners in the project area.

·         Keep abreast of political, economic and social developments in the area and report to the line managers.

·         Contribute to cross-organizational learning through documentation of lessons learnt

  1. Monitoring, Documentation, Communications and reporting (15%)
  • Ensure that at all time the project target achievement is in line with the planned log frame milestones and the budget burn rate are up to date with the planned cash flow.
  • Work with the communication staff to design appropriate mobilization and sensitization messages for the target population
  • Develop project tools including Detailed Implementation Plans (DIPs), M&E Plans, Procurement Plans, Communication plan, weekly/monthly work plans as may be necessary.
  • Develop appropriate publicity materials like stories, photos and case studies to the media team.
  • Document community and stakeholders’ feedback and share with relevant stakeholders for appropriate action.
  • Ensure timely submission of timely project reports as per IR and Donor requirements.
  • Conduct timely documentation of project progress through case studies, stories, photos, videos, among others.
  • Regular monitoring and evaluation of project implementation at local level.
  • Prepare and submit timely monthly, quarterly, annually narrative and financial reports.
  • Preparation of technical reports for donors.
  • Implementation of an effective programme and project monitoring and evaluation system.
  • Compliance with the requirements of the IRK’s M&E System.
  1. Coordination and Networking (10%
  • Engage the right holders and duty bearers in advocacy and linkage forums to ensure better service delivery by duty bearers and access to relevant services and opportunities by the right holders.
  • Work with the county government veterinary department to ensure appropriate and timely delivery of animal health services and information in the target communities.
  • Coordinate County water department and external experts to ensure essential community water infrastructures are developed/maintained/rehabilitated.
  • Link beneficiaries to relevant stakeholders and duty bearers in the market place including government, input suppliers, financial institution, extension service providers, irrigation experts among others.
  • Coordinate with other partners working in the area in support of programme,
  • Take lead in advocacy and networking efforts on issues of particular importance to development in the area.
  • Coordinate with other county offices on thematic issues of strategic interest in the area.
  • Support and facilitate linkages between the Sustainable Livelihoods Programme and other IRK programmes, and with programme teams in other field offices.
  • Represent IRK at relevant functions as may be requested by the line Managers.
  1. Staff management other (5%)
  • Supervise and technically support/mentor the department staff to ensure quality and timely delivery of the project deliverables.
  • Conduct performance appraisal for the junior project staff.
  • Work closely in team spirit with other IR and contribute to maximum achievement of IR goals.

PERSON SPECIFICATION

  • Bachelor’s degree in Agriculture, Agribusiness, economics, Natural resource management, Development studies or any other Food Security and Livelihoods related fields.
  • Minimum of at least for three years’ Experience in Integrated Sustainable Development.
  • Vast Experience in programmes planning, Implementation, Monitoring, Evaluation and Learning.
  • Knowledge of the key issues and trends in Food Security and Livelihood sector.
  • Past work experience with the similar geographical context with high incidences of vulnerability and poverty.
  • Ability to work on your own initiative as well as a part of a team.
  • Proven analytical skills and ability to think strategically.
  • Fluency in English – written and verbal
  • Experience in Field data analysis packages
  • Effective IT Skills (Microsoft Office).
  • Planning, narrative and financial reporting skills.
  • Communication, tact and negotiation skills.
  • Flexible and patient.
  • Conceptual understanding of participatory approach and sustainable development

  1. Background

Established in 1984 in the UK, Islamic Relief is an international NGO seeking to promote sustainable economic and social development by working with local communities through relief and development activities.

IR started operations in Kenya in 1993 on one to one orphans’ sponsorship programme through a local CBO in Mandera District, Northern Kenya. It opened its fully-fledged office in March in 2006 at the height of drought in the Horn of Africa. Since then IR has been providing humanitarian and development assistance to vulnerable communities. Since 2006 IRK has remarkably changed the lives of the vulnerable and disadvantaged communities.  Following this great success in Mandera, most of the programmes and best practices have been, and continue to be replicated in other parts of the country; mostly in Northern Kenya. For instance, in January 2010, IRK extended its operation to Wajir county, neighbouring Mandera.  In 2011, the programme was extended to Garissa and Dadaab and in 2012, to Nairobi Slums (Korogocho slums). In 2016, IRK conducted assessment in counties of Kilifi, Kwale, Tana River and Kajiado to explore opportunities for replicating its best practices in supporting and empowering communities. In 2017, IRK expanded its operation to Kilifi, Kajiado and Marsabit counties.  

IR aim to help the needy regardless of race, religion or gender and implement our work within the following Thematic Areas: Sustainable Community Empowerment; Disaster and Humanitarian Response; and Education and Child Development. 

ROLE PURPOSE

The MEAL Assistant will be a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supporting implementation of the overall MEAL system. S/he will assist the MEAL and project team with activities, including data collection, database management and analysis, implementing post-distribution monitoring (PDM) as well as being the focal point for CRM for target communities. The MEAL Assistant will support all efforts for promoting a high level of beneficiary accountability and will manage the feedback mechanism. The MEAL Assistant will work closely with the MEAL Officer to support data entry and management as needed. They will generally support the MEAL team and project team to ensure learning and accountability systems are working effectively in the implementation

 

Ensure consistency within all the programs and practices.

KEY AREAS OF ACCOUNTABILITY:

Monitoring and Evaluation

  • Ensure all projects have DIPs and M&E plans which are updated on a monthly basis
  • Support in collecting data needed for the outcome indicators and support Project Manager with data collection processes if needed
  • Support MEAL team with conducting assessments as needed, facilitate focus groups and other qualitative data collection exercises
  • Monitor activity implementation progress against objectives and work plans
  • Lead in conducting post-distribution monitoring with targeted communities

 

Accountability & compliance

  • Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on Islamic Relief Kenya project activity
  • Maintain the Complains and feedback received and ensuring a timely and appropriate follow-up if needed
  • Support project field staff to ensure that projects are carried out with participation from all affected communities (including women) and that information is shared with affected communities.
  • Work closely with field staff to collect data and implement activities to support beneficiary accountability
  • Ensure that all programmes are implemented in accordance with CHS
  • Support and work with communities through established institutional structures to enhance capacity, ownership, participation in the project.
  • Ensure that the On-track system is updated on a monthly basis
  • Ability to work on your own initiative as well as a part of a team.
  • Any other duties that may be assigned by supervisor.

 

Programme Learning and documentation

  • Work with the project teams and communication officer to ensure documentation of programme learning initiatives and outcomes (case studies, photos, lessons learnt, most significant change stories, etc)
  • Participate in the documentation and dissemination of this learning to other team members to ensure that good practice is understood and adopted and information exchanged.
  • Support in archiving pf programs documents at the country offices and field offices.

 

Programme Quality

  • Conduct field monitoring visits as appropriate
  • Support officers to review assessment results and identify key areas for improvement
  • Support committees to propose solutions to problems identified, and to implement and assess progress of solutions.
  • Support project officers to conduct specific assessments, including training, tool development and roll out etc
  • Support project staff during training by ensuring pre and post-test are done for all trainings and documented

 

Programme/projects Reporting

  • Support in consolidation of monthly progress reports and share with the MEAL coordinator
  • Work with MEAL project officers to gather information from the field for quarterly reports; ensure that reports explain inconsistencies and deviations from planning
  • Ensure timely submission of high-quality activity and donor narrative reports

 

Perform any other duties and responsibilities within the overall function of MEAL as and when requested by the line manager.

QUALIFICATIONS AND OTHER REQUIREMENTS  

  • A minimum diploma level in Social Science related – Statistics, Economics, social sciences, or equivalent field experience
  • At least 1 and ½ years working with M&E for a recognised NGO.
  • Must be techno smart – have experience in IC4D
  • Previous relevant experience, such as data collection and analysis, customer service, reporting
  • Strong skills in excel and other data management software preferably SPSS and STATA
  • Fluent English, both spoken and written with excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult circumstances.
  • Aware and willing to a bid to child protection and safeguarding policies
  • Planning, organisation and administration skills
  • IT literate with good understanding in MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
  • Experience in using participatory methodologies in monitoring and evaluation.
  • Will be commitment to Islamic Relief strategy, vision, mission, values and core principles
  • Enthusiastic with a positive attitude.
